1. Go to canvas size> width 100 percent > height 200 percent and press on the top arrow.
2. go to View and tick Rulers and Snap.
3. Go to the top ruler and drag down to the bottom of the image and it will snap into place.
4. Go the Rectangular tool and drag from the top left corner to the bottom right corner.
5. Press Ctrl T and when you see the arrow at the top drag it down so that the reflection covers the bottom half of the picture.
6. Go to Filter > Blur > Motion Blur.
7. Make the angle 90 degrees and the distance 35.
8. Go to Smudge tool and use a medium sized brush with a hardness of 0. Make sure the mode is set to Normal and the strength is 10%.
Then brush over the reflection so that it gives it natural regularities.
9. Create a new layer. Then go to Filter > Noise > add noise.
Make the amount 100% and tick the box for gaussian and monochromatic.
10. Go to Filter> Blur > Motion Blur.
Make the angle 0 and the distance 50.
11. Press Ctrl L to open the Levels window.
Make the inputs 147 1.53 and 219.
12. Press Ctrl T to open the transform tool. Then go to Edit > Transform > Perspective.
Go to the bottom corner and drag out. Then go to a top corner and drag in.
13. Go to Filter > Blur > Guassian Blur. Make the radius 2.0 pixels.
14. Change the blend mode to soft light and the opacity to 35%.
Now you should have a skyline with a reflection.
